AG Little League ByLaws

for 2017 Season

ARTICLE I – OBJECTIVE

The By-Laws and Local Rule(s) of The League shall be reviewed and adopted by the Board of Directors at a meeting to be held not less than one (1) month prior to the first scheduled game of the season, but shall in no way conflict with the Rules and Regulations of Little League Baseball, Incorporated.

These By-Laws and Local Rules may be amended, repealed or altered, either in whole or in part, by a two-thirds majority vote at any duly organized meeting of the Board of Directors, provided that notice of the proposed change(s) is/are included in the notice of such meeting.

ARTICLE II – DEFINITIONS

"The League" refers to Arroyo Grande Valley Little League, ID / Charter No: 405-50-16 granted by Little League Baseball, Inc.

"By-Laws and Local Rule(s)" refers to these by-laws and/or local rule(s).

"Playing Rule(s)" refers to the Playing Rules of Little League Baseball, as published by Little League Baseball, Inc., in "Official Regulations and Playing Rules".

"Regulation(s)" refers to the Regulations of Little League Baseball, as published by Little League Baseball, Inc., in "Official Regulations and Playing Rules".

 

ARTICLE III – PROGRAMS and MANAGEMENT

The League shall operate per annual approval from Little League headquarters.

The League shall draw from a common pool, consisting of eligible children living within the City of Arroyo Grande, San Luis Obispo County, California, and those children who may be included under the provisions of Regulation II (d) and/or IV (h), per annual approval from Little League headquarters.

The League may offer the following baseball programs to eligible children:

A) Junior League Division, for players of League Age 13 and 14.

B) Intermediate League (50/70) Division, for players of League Age 11 through 13

C) Major League Division, for players of League Age 9 through 12

D) AAA Minor League (National) Division, for players of League Age 9 through 11

D) AA Minor League Division, for players of League Age 8 through 10 and who

Are not selected to AAA Division. For special consideration players League Age 7. Must be approved by Board of Directors.

E) CAPS League (Machine pitch) Division, for players of League Age 6 through 9 (9 year olds that turn age 9 May 1st 2015 or after) and for players League Age 6 who have played at least one (1) season of Tee Ball.

F) Tee Ball League Division, for players of League Age 4 through 6. NOTE: Players of League Age 7 and 8 may be placed in Tee Ball upon recommendation of the child’s parent(s) and approval of the Board of Directors.

 

ARTICLE IV - JUNIOR LEAGUE DIVISION (Not offered for 2015 season).

EXCEPT FOR THE LOCAL RULE(S) THAT ARE LISTED BELOW, ALL PLAY WILL BE GOVERNED BY THE OFFICIAL PLAYING RULE(S) & REGULATION(S), JUNIOR LEAGUE DIVISION.

Section 1 - Junior League Division Baseball is made up of players League Age 13 and 14.

Section 2 – Junior League Division Local Rule(s)

A) All Junior League Division games will be scheduled Monday through Saturday. The Friday schedule will remain open to be used in the event a makeup game is required. Postponed games should be rescheduled as soon as possible, the optimum being the next available Friday. The makeup game will not be scheduled in a week that one of the teams has three (3) regularly scheduled games.

 

ARTICLE V – INTERMEDIATE LEAGUE (50/70) DIVISION

EXCEPT FOR THE LOCAL RULE(S) THAT ARE LISTED BELOW, ALL PLAY WILL BE GOVERNED BY THE OFFICIAL PLAYING RULE(S) & REGULATION(S), INTERMEADIATE LEAGUE (50/70) DIVISION.

Section 1 - Intermediate League (50/70) Division Baseball is made up of players League Age 11 through 13 and is a competitive division.

Section 2 - The draft method for the Intermediate League (50/70) League Division:

A) Draft Order: Drawing numbers out of a hat will determine the draft order. Each round the draft order will reverse in serpentine.

B) Alternate Method for Plan B: Instead of having two separate drafts (one for returning players, and one for new players), a League may elect to conduct a regular draft wherein, if a number of returning Intermediate League (50/70) Division players has not been drafted by the time that same number of draft picks remain, those returning players must be the only players eligible from that point forward in the draft. (Example: With nine picks left in the draft, there are nine players who were Intermediate League (50/70) Division players in the previous season still not drafted for the current year. Those nine players become the only nine eligible players, and must be drafted.)

C) All returning Intermediate League (50/70) Division players shall be put back into the draft pool and must be drafted on to Intermediate League (50/70) Division teams.

D) Subject to board approval, Player’s League Age 11 may refuse a draft to the Intermediate League (50/70) Division prior to the draft or a call-up to the Intermediate League (50/70) Division.

E) Manager’s Child Provision: The child of a manager is protected.

1) League Age 13 through Round 3

2) League Age 12 through Round 4

3) League Age 11 through Round 5

F) Intermediate League (50/70) Division Teams will be drafted to 11 players with Little League Western Regional approval, or 12 players without.

G) There are NO coach’s picks.

Section 3 – Intermediate League (50/70) Division Local Rule(s)

A) Intermediate League (50/70) Division games will be scheduled Monday through Saturday at Don Roberts Field. The Friday schedule at Don Roberts Field will remain open to be used in the event a makeup game is required. Postponed games should be rescheduled as soon as possible, the optimum being the next available Friday. The makeup game will not be scheduled in a week that one of the teams has three (3) regularly scheduled games.

B) Metal spikes will not be allowed.

C) There will be a continuous batting order for each game. This rule to be removed during post season games.

D) Intermediate League (50/70) Division Winner:

1) The winner will be based on wins and losses.

2) If two (2) teams have the same record, the winner will be based on head-to-head competition. If the head-to-head competition is tied, then the winner will be based on runs allowed per inning played. If three (3) teams have the same record, the winner will be based on runs allowed per inning played.

3) The regular season record will determine the seeding for a double elimination tournament to determine the League champion.

4) Interleague play with any other leagues will count towards overall standings but teams from the other league will not be eligible to play in the AGVLL post season tournament. Interleague games with Nipomo will be played at Don Roberts or Nipomo fields.

Section 4 - Requirement to Try Out

A player must try out to be considered for an Intermediate League (50/70) Division team.

Section 5 - Selection of Intermediate League (50/70) Division All-Star players

A) Selection to the League Age 11 to 13 All-Star teams:

1) Players will vote using separate ballots for the League Age 11 to 13 year old All-Star team. Players will pick the top twelve (12-14) players in the League, of which the top six (6) players chosen will automatically make the team. The next three (3) names will be voted on, one by one, by one manager and one coach from each Intermediate Division team. After a total of 9 players are voted onto the roster this same group will vote on the manager for the all-star team. The manager will then fill the remaining roster spots.

2) The managers will meet mid-season to discuss promising players for the All-Star teams and then again at the end of the season to make recommendations.

3) If a player has a conflict for participation, the Board may dismiss the player.

4) The best possible team should be fielded for the League Age 11 to 13 year old division.

5) No player in post-season play will have an option to choose which team he/she plays on.

6) If a player declines to play with the team he/she is drafted to, that player becomes ineligible to play on any other post-season team.

Section 6 - Selection of Intermediate League (50/70) Division All-Star Manager and Coaches

A) Any Manager or Coach of the League, who has had a disciplinary action issued to them by the League during the regular season, will NOT be eligible to manage or coach in All-Star play for any of the League divisions.

B) Team Managers for post season All-Star teams will be determined by vote. All managers interested in managing a team will be voted in by majority vote of the manager and head coach of each League team in a division. The selected managers must be approved by majority vote of the Executive Committee.

C) All Intermediate League (50/70) Division Managers are eligible for post season manager positions for the 11 to 13 year old All-Star team. If no Intermediate League (50/70) Division manager is interested in managing the 11 to 13 year old All-Star team, then the managerial position will first be offered to a Minor League manager and board member.

 

ARTICLE VI – MAJOR LEAGUE DIVISION

EXCEPT FOR THE LOCAL RULE(S) THAT ARE LISTED BELOW, ALL PLAY WILL BE GOVERNED BY THE OFFICIAL PLAYING RULE(S) & REGULATION(S), MAJOR LEAGUE DIVISION.

Section 1 - Major League Division Baseball is made up of players League Age 9 through 12 and is a Division offered as an early winter league season.

Section 2 - The draft method for the Major League Division:

A) Draft Order: Drawing numbers out of a hat will determine the draft order. Each round the draft order will reverse in serpentine.

B) Alternate Method for Plan B: Instead of having two separate drafts (one for returning players, and one for new players), a League may elect to conduct a regular draft wherein, if a number of returning Major League players has not been drafted by the time that same number of draft picks remain, those returning players must be the only players eligible from that point forward in the draft. (Example: With nine picks left in the draft, there are nine players who were Major League players in the previous season still not drafted for the current year. 2) League Age 10 through Round 5

3) League Age 11 through Round 4

4) League Age 12 through Round 3

F) Major League Division Teams will be drafted to eleven (11) or twelve (12) players.

G) Games will last 6 innings.

H) Dropped 3rd strike rule will be in effect.

Section 3 – Major League Division Local Rule(s)

A) All Major League Division games will be scheduled Monday through Sunday at Don Roberts Field. The Friday schedule will remain open to be used in the event a makeup game is required. Postponed games should be rescheduled as soon as possible, the optimum being the next available Friday. The makeup game will not be scheduled in a week that one of the teams has three (3) regularly scheduled games.

B) There will be a continuous batting order for each game. This rule to be removed during All-Star games.

C) Major League Division Winner:

1) The winner will be based on wins and losses.

2) If two (2) teams have the same record, the winner will be based on head-to-head competition. If the head-to-head competition is tied, then the winner will be based on runs allowed per inning played. If three (3) teams have the same record, the winner will be based on runs allowed per inning played.

3) The regular season record will determine the seeding for a double elimination tournament to determine the League champion. There is No tournament for Majors division this Season.

Section 5 - Selection of Major League Division All-Star players

A) Selection to the League Age 11 to 12, League Age 10 to 11 and League Age 9 to 10 year old

All-Star teams:

  1. Managers and one assistant coach from each team who managed/coached in the winter league division will pick teams for Age 11 to 12 year old All-Star team and the League Age 10 to 11 year old All-Star teams. Player’s names will be given to the Player Agent, President and all managers/coaches; the names will be reviewed and approved individually by this group. 11 year olds playing in AAA minors spring season may be drafted to the 10-11 year old All-Star team or the TOS team.

  2. 2) The managers will meet mid-season to discuss promising players for the All-Star teams and then again at the end of the season to make recommendations.

  3. 3) If a player has a conflict for participation, the Board may dismiss the player.

  4. 4) The best possible team should be fielded from qualified winter league players for the League Age 10 to 11and 11 to 12 year old division.

  5. 5) No player in post-season play
